Comment on SharePoint security fixes released with July 2016 PU and offered through Microsoft Update by TD

I noticed in the MS16-088 under Update FAQ area there is an update for MS Foundation 2013 SP1, 3115294, which replaces the update from MS16-015.

Is this also a PU for July? These are usually listed under Server updates Section within the Bulletin. I saw the date published for the update, 3115294, is 6/28/2016.
