Reboot is only required if files the installer tries to replace are in use. Only those servers where the message shows up are required to be rebooted. And a single reboot after installing all fixes...

The built in language is a language for which fixes are required. So both fixes are always required.

Hi Saran, sounds to me as if only the language dependent fix and not the language independent one was installed. Please double check that both fixes were installed. Cheers, Stefan

How do you know if a SharePoint patch modifies the Microsoft.SharePoint.dll prior to running psconfig?

The file is not modified by PSConfig but by the installer. So you can check on the file system.
